Since early 1970s - up to now - a professional interpreter, an independent expert on Defence Conversion,
nuclear energy innovations, international affairs, IT and NGOs.

Key Positions: an Acting Member (Academician) of the Russian Federation's Academy of Security,
Defence and Law-Enforcement Problems, a member of the Moscow Union of Journalists, a member of
Moscow House of Scientists;

Since 1999 up to 2005 - a political-military observer at the German Radio Station "Deutsche Welle," (see,

2003-2005 - A Lead researcher of the Military-Political Department at the Institute of the USA and
Canada Studies, Russian Academy of Science.

programs to establish civilized businesses in Russia & CIS (developing Internet tools of early-warning
systems and business security networking, monitoring & evaluation over "grey zones").
The author of three books "Social and Mathematic Tools of Public Security Monitoring & Evaluation for
Russian Regional Subjects", Moscow 2006; "International Terrorism: New Approaches of Russian
Scientists (Relevant Issues of Public Prevention of Terrorism), Moscow, 2007 (pp.328);

During the1990s-2016, Dr Vladimir Lukov conducted a set of projects on the role of the Military
Electorate, Military Criminality and Military Regionalism in election processes in the Russian Federation.
Results were published in several working papers at conferences of the International Political Science
Association and the US All-University Seminar on Armed Forces and Society.

At the Institute of USA and Canada Studies of the Russian Academy of Science Dr Vladimir Lukov
finished a work on Radiological Terrorism prevention, which was partly reported at the Conference on
Counter-Terrorism in November 2004 (www.counterterrorismcenter.ru - now it does not exist).
